Farragut board awards $1.84M resurfacing contract and approves culvert design agreement

The Farragut Board of Mayor and Aldermen approved two infrastructure-related contracts at its July 9 meeting: an FY27 street resurfacing award to APAC Atlantic and a professional-services agreement with Cannon & Cannon for culvert replacement design.

Public-works staff outlined the resurfacing program, which covers approximately 10.9 lane miles across several roads — including Union Road, Newport Road, Dundee Road and Old Stage Road — and said the town received a single bid on June 24. After revising the resurfacing schedule to fit the town’s budget, staff reported a revised bid amount of $1,843,377.06 and recommended award to APAC Atlantic; the board approved the contract.

On the culvert work, staff explained that corrugated metal pipes under Russell/Rustfield Drive carrying North Fork Turkey Creek have deteriorated and require replacement. Cannon & Cannon was selected from the town’s general RFQ list to provide field surveys, utility coordination, culvert sections, permit assistance (TDEC) and bid/construction-phase support. The total fee for design services is $47,500, with final construction plans slated 18 weeks after notice to proceed; the board approved the agreement.

Alderman Kane raised a practical concern about manhole covers on Midhurst Drive after resurfacing and asked staff to ensure covers are brought to proper road grade; staff said they would investigate. Public-works staff also acknowledged the visual impacts of sewer easement work on a greenway and suggested tree-planting and stabilization measures after construction.

Both professional actions were approved as recommended by staff; funding and schedule adjustments were noted in the meeting record.
