Madison council funds Drew Forest study and adopts Geraldo Farms redevelopment plan

The Madison Borough Council voted March 23 to fund an environmental site investigation at Drew Forest and to adopt a redevelopment plan for a portion of Geraldo Farms.
Ordinance 14‑2026, appropriating $104,500 from the General Capital Improvement Fund for an environmental site investigation at Drew Forest and other borough properties, was opened for hearing with no public comment and adopted on roll call.
The council also adopted Ordinance 15‑2026, approving the redevelopment plan for 3 Geraldo Farms (Block 303, Lot 1) under the borough’s redevelopment authority. During a later portion of the meeting the council introduced Ordinance 18‑2026 (first reading), a financial agreement with R&O Madison Urban Renewal LLC related to a subdivided portion of Geraldo Farms; the ordinance replaces a retired number and moves certain clauses into the redevelopment agreement for the project.
Council members said redevelopment activity at the office complex could eliminate outstanding tax appeals and ultimately restore material tax revenue: Speaker 8 (Range) said municipal taxes collected from a redeveloped Geraldo 1 could rise from about $400,000 to more than $1,000,000 when fully occupied, easing future budget pressure.
The council also introduced Ordinance 20‑2026 to fund engineering design for sanitary sewer replacement connected to the Doral The Farms development; developer fees will contribute to those improvements.
Next steps: environmental investigation work will be scheduled under the engineering department; the financial agreement and redevelopment documents will be finalized and posted for the required hearings and filings.
