Committee reviews FY2026 budget schedule, notes agreement for 35 acres in TID-5

The Joint Committee of the Whole met Oct. 13, 2025, at City Hall Council Chambers to review September finances and the FY2026 budget schedule and to consider several routine motions. Mayor Greuel and Council President Tetzlaff were among those present.
The committee outlined the timeline for the FY2026 budget process: staff will review the budget again on Oct. 27, the committee will conduct a final review on Nov. 10, and a public hearing and final approval are scheduled for Nov. 24, 2025. City Administrator Hutchison said staff will finalize capital budgets during October and will also review Water and Sewer utility budgets at the Oct. 27 meeting.
Mayor Greuel thanked Administrator Hutchison for work on the budget and noted that Hutchison reached an agreement with Lexington Homes to purchase and develop 35 acres in Tax Increment District 5 (TID-5). The meeting record does not specify purchase price, development timetable or other terms; Hutchison also said staff will actively market the remaining 18 acres of residential property in TID-5 and provide periodic updates to council.
On routine financial matters, the committee reviewed the September finance reports and voted to recommend that the Common Council approve payment of bills. Alderperson Schaumberg moved the recommendation (second by Alderperson Hurkman); the motion carried.
The committee also approved a scheduling change for December council meetings. Administrator Hutchison requested cancelling the Dec. 8 and Dec. 22 meetings and holding a single meeting on Dec. 15; Alderperson Gerbers moved the recommendation (second by Alderperson Hurkman) and the motion carried.
Other items discussed during the meeting included a staffing update from the Police Chief, who said the department is fully staffed and officers can use vacation time without negatively affecting operations, and an update from the Director of Public Works that the city has received a proposed layout for a pavilion expansion at Lion's Park and that leaf pickup will begin soon depending on weather.
