Committee reviews FY 2026 budget schedule; staff flags possible land-loan payoff amendment and CIP planning

The City Administrator updated the Joint Committee of the Whole on FY 2026 budget timing and related planning work, and flagged a potential budget amendment to pay off a land loan.
The administrator said the 2026 Budget Notice has been published and that the final approval of the FY 2026 operating budget is scheduled for the council meeting on Nov. 24; members were asked to be available that day. Staff also said a budget amendment may be needed to satisfy a land-loan payoff prior to final adoption.
In addition, staff will meet with the developer for Idlewild Estates Senior Living to discuss details of the final site plan before it goes to the Plan Commission, and over the next three months staff will develop a comprehensive Capital Improvement/Purchase Plan (CIP) for Committee review in February–March of next year, outlining a five- to ten-year financial roadmap for the city.
Why it matters: the budget timeline sets the schedule for final approval and any amendment would alter appropriations; the CIP will guide multi-year capital priorities. The administrator’s note about a possible land-loan payoff could require adjustments before the Nov. 24 vote.
