Michiana approves HONK paid parking for non-residents; village to keep resident exemptions

The Village of Michiana council voted April 11 to adopt HONK, a pay-by-phone parking system, for non-resident parking near the village hall and park.
John Cherewko of HONK presented the program and said it requires no app; visitors would scan a QR code on signage and HONK accepts Apple Pay, Google Pay and PayPal. Police Chief Ryan Layman told the council he thought the system would be user-friendly and could help parking turnover around the hall and park.
Council members agreed to charge non-residents $10 per hour. Tim McCarthy moved to authorize the program with that fee structure and Brian Cassidy seconded; the motion carried unanimously among council members present. Council members noted that residents would not be affected provided they displayed a village parking tag or golf-cart sticker.
HONK will handle transactions, remit proceeds to the village via monthly checks and charge the village a standard payment-processing fee (2.9% on credit-card transactions). The village27s recurring cost for the service was stated as $50 per month. The council also discussed that the system can be turned off for village events.
Next steps: staff will execute any required agreements and coordinate sign placement and resident-exemption processes.
