During public comment, resident Lynda Sorensen described water intrusion under the slab at her home (27123 Sound Way), reporting buckled wood floors, high moisture and mold under the floor. Inspections reportedly found no plumbing or HVAC leak; a floor-warranty issue was identified and a leak-detection specialist measured very high moisture levels in concrete slab beneath the flooring.
A foundation specialist recommended installing perimeter drain tiles and 5- to 10-foot downspout extensions. Sorensen said rainfall had increased noticeably and that ponded water behind her unit submerged underground downspouts; she asked the CDD and the HOA to work together to find a solution.
Chair Bob Schultz and staff discussed jurisdictional limits. Mr. Schultz said ponding might be addressed by the CDD in some circumstances but that installation of drain tiles is most likely an HOA matter. Mr. Krebs noted the subject area was originally an indigenous preserve and was not part of the original water-management system, and after rezoning it became Club land rather than part of the CDD stormwater system.
Sorensen said she hopes the CDD and HOA can identify an innovative fix to help homeowners. No formal motion or commitment of funding was made at the meeting.
