Lisa Kearns, chair of the borough’s ACT (Administration, Communication and Technology) committee, presented the borough’s human resources quarterly overview for the first quarter of 2026 on behalf of Human Resources Director Chris Vines.
Kearns said the report covers benefits, demographics, headcount and turnover, and includes year‑over‑year comparisons. "We employ about a 123 individuals," she said, and described the workforce as younger than commonly assumed: "the baby boomers only account for less than 6% of our employees… Most of our folks are generation x, 42%… [and] 30% millennials, 22% generation z." Chris Vines confirmed the report’s participation figures and noted an 84% enrollment rate in employer‑subsidized insurance plans.
The report also showed labor‑cost concentration in the police department, which the committee said helps explain budget priorities for public safety. Kearns highlighted the turnover rate as a positive metric: "the turnover rate for staff members is only 4%," she said, noting the departures included retirements, voluntary separations and one termination.
Committee members asked a few clarifying questions about insurance participation and year‑over‑year trends; Vines said the comparison to the prior year will be useful as the borough tracks changes. The committee took no formal action beyond discussing the report and requested staff continue to provide comparative metrics for future quarters.
