The Mannington Township Committee on Oct. 2 adopted two resolutions and approved solicitor outreach on a contract matter following a closed‑session authorization.
The committee adopted a resolution affirming the township’s civil rights policy, citing compliance with federal and state laws including the Civil Rights Act of 1964, the New Jersey Law Against Discrimination and the Americans with Disabilities Act. The resolution requires written procedures for reporting alleged discrimination or harassment, periodic training for officials and employees, an annual compliance monitoring report to the governing body and publication of the policy in the township’s official newspaper and website.
The panel also adopted an updated Personnel Policies and Procedures Manual and Employee Handbook (updated Oct. 2, 2025) to govern township employment practices. The resolution states the manual is intended as guidance rather than an employment contract and that employment operates under the legal doctrine of "employment at will." The committee recorded adoption by motion (mover: Eber; seconder: Asay) and the minutes indicate the policies apply to officials, appointees, employees, volunteers and independent contractors.
Separately, after approving a closed‑session resolution to discuss litigation and contract negotiations, the committee voted (Eber moved; Asay seconded) to authorize Solicitor Horner to contact Mannington Mills, Inc. regarding the proposed Pledger Creek contract with suggested changes. The roll call recorded Asay — yes; Eber — yes; DiGregorio — absent.
The committee also tabled discussion on short‑term rentals at Committeeman DiGregorio’s request and acknowledged correspondence including the Mannington Fire Company annual report, a Habitat for Humanity groundbreaking flyer and a resignation email from Tiffany Ollek.
