Mannington Township — The Mannington Township Committee on Sept. 4 adopted on first reading Ordinance No. 25-05, an amendment to the Memorial Hospital redevelopment plan intended to enable development of affordable housing. The committee also referred the ordinance to the Mannington Township Planning Board for a statutorily required review and set a public hearing for Oct. 2, 2025, at 5:30 p.m.
The motion to adopt the ordinance on first reading was made by Deputy Mayor Eber and seconded by Mayor Asay. In the roll-call vote recorded in the minutes, Mayor Asay and Deputy Mayor Eber voted yes and Committeeman DiGregorio voted no.
Committeeman DiGregorio distributed a packet comparing affordable housing areas in Salem County, said he had sent questions to Michael Sullivan and expressed concerns about the proposal’s local impacts. He suggested the committee invite subject-matter experts — the fire chief, EMS representatives, the school principal and the president of the board of education — to the next meeting to address public-safety and service‑capacity questions.
The referral resolution directs the Planning Board to prepare and transmit a report within 45 days that identifies any provisions inconsistent with the Mannington Township Master Plan and recommends appropriate changes, and to confirm whether zoning‑district classification or boundary changes are supported by the master plan or a general reexamination, as required by statute. The resolution cites N.J.S.A. 40:55D-26, -62, -62.1 and -64, and N.J.S.A. 40A:12A-7.e.
The ordinance text in the minutes is captioned, “An Ordinance Amending the Memorial Hospital Redevelopment Plan to Enable Development of Affordable Housing.” The committee scheduled an on‑record public hearing on Oct. 2, 2025, at 5:30 p.m. and asked the Planning Board for a written report on consistency with the master plan within the 45‑day statutory review period.
