The Seymour City Council on Sept. 22 approved a package of development and land-use actions for two residential projects and several related survey and easement items.
Mayor Greuel presided as the council approved a developer's agreement for Golden Meadow Estates, LLC (Resolution RE 2025-175), an escrow agreement for the project (RE 2025-191) and a public improvement agreement for the development (RE 2025-183). Alderperson Tetzlaff moved to approve the developer agreement; Alderperson Vander Heiden seconded. Alderperson Schaumberg moved approval of the escrow agreement, seconded by Alderperson Krull. All motions carried.
Why it matters: the approvals authorize the mayor to sign project documents at or before closing and set the framework for the developer's financial assurances and the city's obligations for public infrastructure tied to the Golden Meadow Estates project.
During guest participation Michelle Stimpson spoke about the status of Golden Meadow Estates, raising community interest in the project; the transcript records her participation but does not specify the particulars of her remarks.
The council also approved actions for Idlewild Estates by Mainline Estates, LLC, including adoption of the submitted Tax Incremental District No. 5 development agreement (Resolution RE 2025-188), approval of a certified survey map for land owned by Mainline Estates and the City of Seymour (RE 2025-189), and the vacation of a 10-foot utility easement on tax parcel 340152000 (RE 2025-190). Alderperson Tetzlaff moved the TID development agreement approval, seconded by Alderperson Hurkman; subsequent motions to approve the survey map and easement vacation also carried.
Other business tied to land use included Resolution RE 2025-186, approving a certified survey map for land owned by James Beilfuss, and Resolution RE 2025-187, a council vote supporting the City Administrator's submittal of a Transportation Alternatives Program (TAP) grant application.
Votes at a glance: All motions recorded in the meeting minutes carried; the transcript records who moved and who seconded each motion but does not include individual roll-call tallies or recorded nay/abstain votes.
The meeting went into closed session under Wisconsin Statute 19.85(1)(e) to negotiate development agreements for Golden Meadow Estates and the Idlewild Estates TID; council reconvened and approved the items listed above. The meeting adjourned after a press-time item; the minutes were signed by Clerk-Treasurer Christy Stover.
