Sanbornton Planning Board revises draft Home Occupation rules to tighten outdoor storage and staffing language

The Sanbornton Planning Board on June 18 continued revisions to its draft Home Occupation ordinance, narrowing and clarifying several provisions intended to limit impacts from home-based businesses.
Board members replaced the phrase “on an ongoing basis” with “there shall be no planned outside storage,” and changed Article 4.S.2(g) so that it addresses storage of heavy vehicles or equipment rather than both use and storage. The draft also removes a reference to “incidental sales” in Article 4.S.3(a), replaces “outside employees” with the term “non-resident employees,” and modifies the off-street parking requirement to read, “Adequate off-street parking shall be provided for a Home Occupation.” The board also agreed that, upon a change of ownership, the new owner who intends to continue an existing Home Occupation must submit written notice to the Zoning Enforcement Officer.
The revisions are intended to give clearer limits on visible outdoor storage and to tighten the town’s ability to regulate heavy equipment and employee presence at residences, Planning Board Assistant Stephen Laurin and members said during the meeting. No formal vote on the ordinance language was recorded at the June 18 meeting; the board continued the text edits as a work session item.
Board members indicated the changes will be incorporated into the next draft for formal review and potential public hearing if required. The board did not set a date for further action on the Home Occupation ordinance at the meeting.
