Winter Harbor selectmen approve financial reports, hear introduction of new regional EMS chief

The board also approved the Treasurer’s Report dated July 25, 2025. Account balances reported included a general ledger balance of $1,051,871.52 (as of July 25, 2025), a six‑month certificate of deposit of $105,382.87, and investment bonds valued at $3,522,980.90 on June 30, 2025 (up from $3,499,504.31 on May 31, 2025). The Tax Collector’s Report (dated July 25) showed FY25 taxes receivable of $34,313.67 (98.61% collected) and FY24 $20,055.88 (99.05% collected); the board approved that report, 2-0.
Andrea Both, introduced on the agenda as the new Schoodic EMS chief for Gouldsboro, presented introductory remarks and outlined plans to coordinate regional emergency medical services. Separately, the Fire Chief/Road Commissioner reported that Summer Harbor Road work should be finished by the beginning of next week. Selectmen noted that the newly ordered fire truck is currently being lettered and is expected to be delivered in mid‑August.
Town Manager Sara J. Liscomb provided routine updates. She said training costs in the current budget make it infeasible to fund a budget-committee member’s class this year. Liscomb reported that Lobster Festival preparations are proceeding, with a large parade, a new car show and cornhole events planned for Friday night; she also said she will sign paperwork to participate in a Rural Community Development Opportunity with HCPC. New floats recently placed in the water were reported to lack sufficient flotation; M. Young will inspect them.
During the public-comment period, J. Jacobs asked where the fire-department sinking fund had been allocated and raised a related point that, according to the town attorney, the board lacks authority over water and sewer matters. The record shows the question was raised but no formal action or resolution was recorded at the meeting.
Manager’s FYI items included a Police Quarterly report and a memorandum of understanding with the Gouldsboro Fire Department. The meeting adjourned at 7:20 p.m.
