Northern Local board adopts Anthem medical plan, approves administrator hire and multiple personnel actions

At its April 17 meeting the Northern Local Schools Board accepted an Anthem medical plan effective July 1, 2025, approved Tyler Brown as high school associate principal effective Aug. 1, 2025, and accepted retirements and numerous routine financial, contract and personnel items, most by unanimous vote.
The Northern Local Schools Board of Education on April 17 accepted a recommendation to move the district's self‑insured medical plan to Anthem Blue Cross/Blue Shield effective July 1, 2025, and approved a new slice‑option High Deductible Health Plan (HDHP) with a Health Savings Account (HSA) option.
Treasurer Jennie Clifton told the board the District Insurance Committee recommended the change after months of review and that Anthem offered the most competitive administrative service fees and stop‑loss coverage. The committee voted unanimously to offer the HDHP/HSA only to new enrollees and new hires effective July 1, 2025; current enrollees may keep the existing PPO or switch to the HDHP/HSA.
In personnel actions, the board approved the appointment of Tyler Brown to a High School Associate Principal contract effective Aug. 1, 2025. Superintendent Angela Gussler introduced Brown and described his background as an assistant principal, technology coordinator, physical education teacher and intervention specialist. The board also accepted several retirements, including Superintendent Angela Gussler effective July 31, 2025, teacher Jeff Forgrave effective Aug. 8, 2025, and other staff departures listed on the agenda.
Board members voted to approve routine financial items and contracts: March 2025 financial reports and a set of budget adjustments and appropriations (including scholarship and athletic funds); acceptance of META/Delta Dental renewal rates; acceptance of two‑year VSP vision renewal rates for 2025‑26 and 2026‑27; Mutual of Omaha basic life and voluntary insurance renewals; and participation in the Ohio Student Accident Insurance Program for 2025‑26. The board also approved a 2025‑26 General Services Agreement with the Licking County Regional Education Service Center and a four‑year depository agreement with North Valley Bank effective May 30, 2025.
The board adopted a resolution transferring ownership of district‑purchased auxiliary assets and supplies used by Holy Trinity (a nonpublic school) to Holy Trinity after the school elected to receive auxiliary funds directly from the Ohio Department of Education and Workforce; the resolution cites R.C. 3317.024 and R.C. 3317.06 and directs the treasurer to finalize the transfers.
Most motions recorded on the agenda were approved unanimously by roll call vote. President Dale DeRolph declared the meeting adjourned after the final motions.
