North Royalton begins citywide I&I monitoring with 16 meters to pinpoint sewer leaks

Wastewater Superintendent Ed Haller said the city has installed 16 flow meters for a citywide inflow and infiltration (I&I) monitoring effort, and staff are collecting baseline data during a dry period to compare wet- and dry-weather flows.
Haller told the Utilities Committee on June 2 that the monitoring has two goals: to detect I&I entering the sanitary system and to update the hydraulic model so staff can better predict how the system will respond during storms. "We want to see how the flow goes when it is raining and we want to compare them to when it is not raining," Haller said.
Haller said the meters are concentrated in northwest, southwest and central parts of North Royalton. He said the initial monitoring window is approximately two months; if data are definitive, crews will relocate meters within that window to capture additional signals.
Mayor Paul F. Marnecheck told the committee that Councilmember Kaylee Green (Ward 5) had reported a resident complaint showing green dye. Haller explained that green dye is part of the I&I testing protocol and that seeing dye at a driveway "is a good chance that was us," indicating the dye test helped trace the flow path into or toward the sanitary system.
The committee did not vote on new capital work at the meeting. Haller said the data will inform where to target follow-up repairs or investigations once the monitoring and model updates are complete.
