After amendment, Warner directs selectmen to pursue hiring of a Professional Administrator

Town Meeting voters approved a citizen petition (Article 8) directing the Board of Selectmen to hire a Professional Administrator and to appropriate $35,000 for salary and benefits for the remainder of 2005.
An amendment to Article 8 offered by Mr. Dabuliewicz required the Selectmen to (1) consult with the New Hampshire Municipal Association/Local Government Center to determine needs, job description and suggested compensation; (2) hold at least one public hearing on the proposed job description and compensation; and (3) finalize the position and recruit through an open hiring process. The amendment passed by voice vote, and the amended Article 8 also passed by voice vote, with the Moderator recording a majority in favor.
Budget Committee Chair Michael Cutting introduced the budget materials preceding debate. The Moderator noted that passage of Article 8 as amended would cause the related Article 9 (authorization to work with NHMA/LGC to determine need/costs) to be passed over.
The minutes do not record a roll-call tally for Article 8; the action is recorded as Majority in Favor (voice vote). The article both directs a process (study, public hearing, open recruitment) and provides one-time funds ($35,000) for FY2005 compensation until a hire is in place.
Next steps: the Board of Selectmen is directed to engage NHMA/LGC for the job analysis, hold the required public hearing(s), finalize the role and undertake an open recruitment process. Funds were appropriated to pay the position’s compensation for the remainder of 2005 if and when a hire is made.
