Surf City council approves housekeeping zoning text amendment relocating survey requirement

The Surf City Town Council approved a zoning text amendment after a brief public hearing and staff presentation, moving the ordinance language that requires foundation and final surveys for new single-family construction from section 5.3 to section 3.8 to improve clarity.
Jeremy, the town's planning director, introduced the amendment as "more or less a housekeeping item," saying the change relocates existing language so it is easier to find. "The standards are not changing. There's no impact. There's no new requirements," he said in response to a resident's question, adding that the planning board and staff recommended approval.
During the hearing, resident Mike McCusker asked for a clearer explanation of the practical effect on taxpayers. Jeremy reiterated that the change does not alter standards or add new requirements, only repositions the text within the ordinance for readability.
A council member moved to open the public hearing and, after hearing public comment and staff responses, moved to close the hearing. The council then voted to approve the amendment; the chair called for aye and the motion carried.
Because the amendment relocates existing procedural language rather than creating new standards, town staff told the council it does not alter inspection or permitting requirements for property owners. The planning director said staff will continue implementing the same survey requirements during construction and at project completion.
