Rose Creek council approves resident reimbursement, new copy fees and personnel steps

Mayor Andrew Leisen presided over the Rose Creek City Council’s regular meeting on March 2, 2026, where the council approved a set of routine actions affecting residents and city operations.
The council voted to reimburse resident Esther Reed $250 for a residential sewer issue after discussing liability. Council Member Tom Lewison moved the reimbursement and Council Member Andrew Felten seconded; the motion carried.
Council members also approved operational changes and fees. The council adopted new public copy fees — $0.25 per page for black-and-white copies and $0.50 per page for color copies — on a motion by Council Member Wendel Sprung, seconded by Council Member Mark Conradt. The council approved switching to a new online bank access policy requiring two employees to have separate logins and granted Interim City Clerk/Treasurer Jodi Mandt viewing and transfer access; Council Member Andrew Felten moved that change and Tom Lewison seconded.
On personnel matters the council set an application cutoff of Friday, March 6 for the open clerk/treasurer position and scheduled interviews for Monday, March 9 and Tuesday, March 10; Council Member Mark Conradt moved to schedule interviews and Council Member Wendel Sprung seconded.
The council approved trading in a lawn mower based on an estimate from Ulven Outdoor Power LLC; the motion to approve the trade-in was made by Council Member Wendel Sprung and seconded by Council Member Tom Lewison. Council also approved claims with the addition of a Prairie Vision $1.50-per-capita claim after a motion by Council Member Wendel Sprung and seconded by Tom Lewison.
The meeting concluded with a motion by Council Member Tom Lewison to adjourn at 8:30 p.m., seconded by Council Member Mark Conradt. Interim City Clerk/Treasurer Jodi Mandt later signed and submitted the minutes.
