Staff outlines zoning‑map amendment procedures, public‑notice and website updates

City planning staff provided a training on the zoning map amendment and conditional use permit processes in the Unified Development Code (UDC), explaining the procedural steps from application submittal to public hearing, recommendation and post‑decision actions.
The presentation highlighted three code sections: general application procedures (Article 3), comprehensive‑plan consistency (Article 4) and the zoning map amendment section (4.3). Staff said the city will use the more restrictive notice period when code sections differ, send postcards to property owners within 200 feet and post public hearings online. GIS will provide adjacent owner lists; staff is developing templates and a fillable recommendation form that will record how many citizens spoke for/against, expressed concerns, the motion text, the vote and the commission's reasons.
Staff also described web improvements: a separate "completed public hearings" page with status updates, a case number on the agenda for easier record searches, and standard presentation slides aligned to the staff report. Staff said they will work to include how many notices mailed and returned when publishing the packet and will consider adding a way for commenters to leave contact information if they want follow‑up.
Commissioners asked whether staff could require public commenters to state reasons for opposition; staff said they cannot require it but will continue outreach and clarify incoming communications when possible. Staff invited commissioners to request additional analysis on criteria for future cases and said that they would accept informal feedback at any time.
