The chair of the Montgomery County House delegation said she plans to introduce a late local bill asking the Maryland Department of Housing and Community Development to issue a report analyzing the impacts of local land‑use regulations and market forces on Montgomery County’s housing supply to support county planning.
"I'm planning to introduce a a late local bill, which would, require, the state DHCD to issue a report, to analyze the impacts of local land use regulations and market forces on Montgomery County's housing supply," the chair said, laying out the bill’s purpose and inviting committee input on analysis elements such as unit type mix, the development process and alignment with regional goals.
The chair said the bill is in drafting and may be returned to this committee given its land‑use purview. Vice Chair Wu noted related local studies in Clarksburg and Damascus and suggested combining efforts where possible; the chair welcomed that coordination.
Delegate Moon asked that the study include both rental and ownership markets and account for municipalities with their own policies (he mentioned Takoma Park). The chair said DHCD can be asked to analyze both rental and ownership units.
The chair did not set a formal filing date but said the bill would be circulated in the next couple of weeks and committee members should forward suggestions on scope and data needs.
