Wolfeboro select board adopts draft code of ethics and municipal chair guide

The chair said the ethics document was largely unchanged this year; Linda said she had helped draft earlier versions and supported the current text. Members debated whether negotiating privately on matters such as prices should be explicitly prohibited and agreed the conflict-of-interest section should be clear.
Linda proposed attaching the New Hampshire Municipal Association (NHMA) "How Not to Circumvent the Right to Know" flowchart to the code; the board approved that attachment. Chair asked Barry to collect the flowchart and ensure it is included in future packets.
On the municipal chair guide, members agreed the handbook should use 'Select Board' in place of 'Board of Selectmen' and clarified expectations for committee deliverables and minutes. A motion to adopt the municipal chair guide draft (dated 4/22/26) passed by voice vote.
What changed: the code of ethics was adopted as drafted with an NHMA flowchart attached; the municipal guide was approved and will be updated to carry the committee-reporting decisions made at the meeting.
Next steps: Staff will incorporate the NHMA flowchart into the ethics packet and add the chair-guide revisions to committee materials ahead of the next meeting.
