Consultant outlines underground pipe plan to improve surface water quality on project site

At the July 9 work session the project team for applicant Michael Christopher presented a conceptual stormwater solution that would install sealed underground piping along an existing drainage ditch and backfill the ditch to remove a groundwater‑to‑surface‑water pathway.
Beth Anne Weinberg, the project consultant, said the pipe would generally follow the current ditch layout, convey off‑site runoff to a north‑end connection with the city storm sewer, and that the on‑site grading would be adjusted so surface runoff flows north into the city culvert. “We're filling in the ditch, to two feet above the maximum groundwater elevation to keep groundwater as groundwater,” Weinberg said.
Weinberg emphasized the measure is intended to improve surface water quality rather than act as a flood mitigation project. When commissioners asked whether the technique was experimental she replied it is not new and has been done elsewhere. Commissioners asked whether structures could be built over the piping; Weinberg said they “certainly wouldn’t want anybody building over the piping.”
On treatment and maintenance, Weinberg said the sealed pipe would transfer stormwater (not treat it) and that periodic maintenance of inlet grates and catch basins would be required to keep debris from blocking flow. The commission requested additional review and indicated the project will return at the commission’s regular meeting next Thursday at 7 p.m.
The work session record shows the project team presented conceptual slides and cross‑section diagrams, and staff confirmed the measure was intended to remove a groundwater pathway to surface water and to route runoff to the city storm sewer system.
