Yuma County to seek federal grant to study Fortuna Road rail crossing; $2.5M project estimate

Yuma County authorized staff on June 1 to apply for a Department of Transportation, Federal Railroad Administration FY2025-2026 Railroad Crossing Elimination grant to fund project development, environmental work, and final design for the Fortuna Road (9E) crossing.
Senior Grants Administrator Veronica Garcia told the Board the project is estimated at about $2.5 million and requires a 20% local match, approximately $500,000, to cover design and environmental costs. Engineering staff are preparing a request for proposals for a design concept report that will examine options including possible grade separation or other alternatives; Garcia said while an overpass is considered likely, the design study will determine the best solution and the grant is competitive with no guarantee of award.
Supervisor Lynne Pancrazi asked whether an overpass was the expected solution; Garcia said the design study will confirm the best approach and that the County will coordinate with the Arizona Department of Transportation because Fortuna Road serves as a diversion route when Interstate 8 is closed.
The Board approved the motion (Simmons/Lines) 4-0 to authorize submission of the competitive grant application and to commit to providing the required 20% match from HURF funds if the grant is awarded.
