Merchantville council approves consent agenda including redevelopment amendment, grant application and vehicle transfer

On Nov. 17 the Borough Council approved a consent agenda that authorized a redevelopment agreement amendment with FNB Hospitality Urban Renewal, LLC, authorized a Green Communities grant application, approved purchases including an access control system, accepted budget transfers and authorized acquisition/lease arrangements for municipal vehicles.
The Merchantville Borough Council on Nov. 17 approved a consent agenda that advanced multiple redevelopment, procurement and budget items.
Among the items approved by consent were: the First Amendment to the Amended and Restated Redevelopment Agreement with FNB Hospitality Urban Renewal, LLC that adds Block 29 Lots 3 and 11 to the redevelopment area and names FNB Hospitality as redeveloper for Block 29 Lots 2, 3, 6, 11 and 14 (addresses listed as 9, 13 and 15 South Centre Street); authorization for the borough to apply for a New Jersey Green Communities grant for up to $5,000 to develop a Community Forest Management Plan with a required 20% match (in-kind match allowed if the grant permits); approval of a Totally Disabled Veteran tax exemption addition for Edward Daniel Davis effective Oct. 9, 2025; and approval to purchase an access control and surveillance system for the municipal building and community center from Real Time Tactical Security Networks with funding certified not to exceed $32,770 plus a three-year warranty costing $9,831.
The council also authorized payment of up to $125 to the Merchantville Task Force for costs associated with the Monster Mash event, referred proposed solar and photovoltaic zoning regulations to the Merchantville Joint Land Use Board for review under N.J.S.A. 40:55D-26, approved transfer of a 2019 Chevrolet Suburban from Camden County for $28,500 for fire department use, and authorized 2025 budget transfers reallocating $26,600 among operating accounts. Council authorized a lease-purchase of a 2026 Dodge Durango pursuit vehicle for the police department at $15,613.53 per year for three years, with financing noted through Ford Credit Municipal Finance at the rate recorded in the meeting material.
Ordinance 25-14 (amending Chapter 25 — Fees) was introduced on a motion by Anthony Perno, seconded by Danniel Sperrazza, and is scheduled for adoption hearing on Dec. 15, 2025; it includes a $375 fee for rooftop solar panel permits. Council accepted the Department of Accounts and Auditing report and authorized payment of bills as reflected in the meeting packet.
The consent agenda was approved on a motion by Danniel Sperrazza and second by Sean Fitzgerald. The minutes record no roll-call vote tallies for the consent items; items were adopted as presented in the published packet.
