Thayne council approves equipment and capital improvements list and advances 2026–27 budgets to first reading

Mayor Quinn Simpson and the council reviewed and approved a set of proposed town expenditures for equipment and improvements, and moved several budget ordinances to first reading.

Councilmember Joe Heward moved (seconded by Councilmember Visser) to approve the listed expenditures, which included three roof sections for the Community Center (Section A $49,815; Section B $42,066; Section C $49,815), resurfacing of tennis courts with pickleball conversion ($69,000), resurfacing of the outdoor basketball court ($16,000), a maintenance truck ($50,000), Main Street light poles ($110,000), a sand volleyball court ($15,000), reconditioning the rodeo arena ($15,000), and other smaller items. The motion passed unanimously.

The council also approved requests for bids for a Town service truck and voted to combine Ordinance Nos. 409–413 (Travel & Tourism levy, general fund, water, sewer budgets and levy) for the first-reading approval process. A subsequent motion approved ordinances 409–413 for their first reading; both motions passed unanimously.

Financial updates presented by the mayor included WYO-STAR quarterly and monthly interest amounts and a Bank of Star Valley CD balance. The council approved issuing checks identified in the previous month's minutes (amounts unspecified) to be ratified at the next meeting and approved payment of listed bills.

Why it matters: the approvals commit the town to near-term capital work and place the 2026–27 budget ordinances into the first-reading stage, which begins the public and legal process for adopting the fiscal year budgets.
