The Litchfield Planning and Zoning Commission opened and closed a public hearing April 20 on an application to legalize an accessory apartment at 87 West Morris Road after the property owners produced required mailing verification and a 2021 TAHD Permit to Discharge.
Chairman C. Bramley read the legal notice earlier in the meeting but initially said the assessor's mailing list, certificate of mailing and postal receipt were not presented and that, without postal verification, the hearing could not be opened. Owners Y. F. Yiu and L. Kilburn returned later in the meeting with the documents, and the Commission noted the second-floor apartment was constructed in 2021 without a PZC Special Exception or a zoning permit because of a Building Department oversight. Commissioner S. Simonin moved to continue with the application; R. Lupo seconded and the vote was unanimous. The hearing was opened at 8:22 p.m. and, with no public comment for or against the application, C. Bunnell moved to close the public hearing at 8:25 p.m.; P. Losee seconded and the vote to close was unanimous.
The Commission said approval of the Special Exception would bring the property into zoning compliance. The applicants supplied the previously requested TAHD documentation. No members of the public spoke for or against the application during the hearing.
