Thayne council approves $319,200 Franklin Street grant application, budget amendment and routine purchases

At its Jan. 21 meeting the Town of Thayne council approved a budget amendment, authorized a $319,200 unmet housing grant application to pave Franklin Street and approved a series of routine municipal purchases and training requests.

Mayor Simpson presented Resolution No. 2025-6-25.2 to amend the 2024–2025 budget to reflect previously unrecorded grant revenues and expenditures; the council approved the resolution unanimously. He then presented Resolution No. 2026-1-21 to apply for an unmet housing grant of $319,200 for paving Franklin Street; Councilmember Visser moved to approve and Councilmember Heward seconded; the motion passed unanimously.

The council approved purchase requests: up to $17,000 for two 10'x10' shade umbrellas for the park/playground, $5,234.30 for community center entrance furniture (navy blue upholstery), $13,000 for two carports to protect police and community vehicles, and $10,075 to repair chain-link fencing around ballfields and parks (Frontier Fencing). Council also approved staff attendance at upcoming training events and authorized payment of the general bills listed in the meeting minutes.

Sunrise Engineering reported several infrastructure items relevant to capital planning: the East Booster Generator delivery is delayed to late February; Thayne North sewer-line alignment and easement descriptions are under survey; the town’s wastewater facility plan was placed on the Clean Water SRF intended-use list, and engineering noted the wastewater system has roughly 10–15 years of capacity with proper maintenance.

Next steps: staff will proceed with the grant application, schedule the approved purchases and coordinate recommended engineering services (a spring aeration evaluation) and training attendance.
