Councilmember Heward moved to approve Ordinance 407 on third and final reading; Councilmember Visser seconded and the motion passed unanimously. The ordinance clarifies grade-related determinations that affect multi-unit residential definitions and zoning compliance.
The council’s action finalizes the ordinance change; staff were directed to update code references and notify affected parties as appropriate.
