Board tables Waste Zero contract and DEEP Sustainable Materials Management resolution for review

At the April 23 special meeting the Litchfield Board of Finance tabled two related items concerning solid-waste management and program implementation.

First Selectman Denise Raap described a $99,556 reimbursable grant for a voluntary pay‑as‑you‑throw program at the Recycling Center and recommended entering a Turnkey Program Management, Implementation and Consulting Agreement with Waste Zero, the vendor that helped prepare the grant. Matt Dwyer moved to approve the agreement and Elliott Fuessenich seconded; Stephan Krucker made an amended motion to table the item to the next meeting so members could review documents they had received just hours earlier. The motion to table passed unanimously. Raap noted that tabling could prevent inclusion of the matter in the upcoming Town Meeting unless a special remote meeting were scheduled before May 5, and that Waste Zero has been vetted by Town Counsel and is the vendor commonly used by DEEP for similar programs.

Separately, Raap presented a resolution for the DEEP Sustainable Materials Management Program. Members agreed the DEEP item also needed more time for review; M. Dwyer moved and E. Fuessenich seconded a motion to table Item 5, which passed unanimously. Members indicated they were available for a remote‑only meeting early next week to consider the items.

The motions to table preserve the Board’s ability to consider both the Waste Zero contract and the DEEP program resolution at a near‑term special meeting; no approvals or contract awards were made during this session.
