Town engineer reports bridge and paving timelines, flags INDOT contract discrepancy

Town Engineer David Borden told the Meridian Hills Town Council on March 10 that multiple paving projects and the Pennsylvania Street bridge are moving forward and that he has alerted INDOT to a discrepancy in the INDOT‑LPA paperwork.
Borden said warranty work on a raised crosswalk (thermoplastic markings) will be completed this month. He noted a pre‑construction meeting with contractor Midwest Paving is scheduled for March 20 for the 2024‑01 CCMG pavement project. For the 2024‑02 CCMG project, Borden said the construction contract was executed on March 4 and submitted to INDOT for funding, but the INDOT LPA contract—signed by President Freihofer on Feb. 27—appears to be for a larger amount than what was submitted in the funding request; Borden said he notified INDOT of the discrepancy and is monitoring their response.
On the Pennsylvania Street bridge over Williams Creek, Borden reported beams are set, reinforcement is in place, a pre‑pour meeting is scheduled for March 11, a dry run with the screed will occur this week, and the deck pour is planned for March 18. He said the contractor aims to complete the project by the end of June following mock pours and testing.
Borden also reviewed funding applications: the town’s 2024 Indy NIP application was awarded but DPW has been slow to execute paperwork; the town’s 2025 Indy NIP application was submitted on Feb. 13 and includes a project code (24‑TOMH‑01) and street sign replacement, but no DPW response has been received. The 2025‑2 CCMG application is due in July and the town will begin discussing projects in May.
Borden invited council members to attend the March 20 pre‑construction meeting and said he will keep the council updated on INDOT’s response to the contract discrepancy.
