Avon anticipates six-figure sanitary sewer work; council urged to bid ready trail projects

Public works staff updated the council on sanitary sewer work and trail projects. Staff said the town paid tap fees for recent connections (Apex: $5,348; Daystar directional drilling: $43,325; Foundation Park tap fees: $46,132). Daystar and other contractors told staff remaining sewer work will be a low six-figure effort; formal quotes were not yet returned at meeting time, and staff expected to present bids at the council’s second meeting in July.
Staff emphasized the preferred construction method is directional drilling beneath athletic fields, which would minimize surface damage and allow completion in less than a week. Staff also reported coordination with the health department on an underground tank issue that may allow lower-cost flowable-fill work rather than more expensive tank removal, reducing structural risk and lowering earlier high-end estimates.
Trails and CIP bidding: Several trail projects on the CIP are fully designed and ready to bid (Dan Jones high-school connection; White Lake Creek to Murphy Aquatic Park). Staff recommended bidding two lower-cost, ready projects now to take advantage of current pricing and possibly bidding a third as an alternate with a delayed construction date. Councilors generally supported soliciting bids for the two ready projects.
Next steps: Staff will return with contractor quotes for the sanitary sewer work and with bids for the trail projects; council retains the right to accept or reject bids once received.
