Staff said the contractor will need to apply for permits and that the town will establish a formal notice-to-proceed date after the pre-construction conference. The contract period is 300 calendar days to substantial completion — staff characterized that as roughly 10 months, plus the usual punch-list period.
Staff said the general contractor was the apparent low bidder out of Enfield and both the contract award amount and the additional services for FF&E have been funded by the council; staff intends to sign the owner–contractor agreement and the FF&E services agreement. The board noted logistics the contractor must address (site access, passes, reference checks) during the pre-construction meeting.
Next steps: contractor permitting and a formal notice-to-proceed will establish the contract start date and schedule; staff plans to begin construction activity shortly after the July 20 meeting.
