Desha County Quorum Court approves resolution and three ordinances, accepts 2022 audit

The Desha County Quorum Court met Feb. 20, 2025, at the Desha County Courthouse and approved a resolution on financial assurance and three ordinances, then accepted the county’s 2022 audit.
JP 2 G. Lynn Weatherford moved to approve Resolution 2025-1, an agreement to provide financial assurance/contract of obligation; JP 7 Rita Kolb seconded the motion, and the court voted unanimously to adopt the resolution. County Clerk Valerie Donaldson read the resolution at the meeting.
The court also adopted Ordinance 2025-1, an appropriation ordinance amending the 2024 budget. The body suspended the rules to read by title only and, after the required roll calls and readings, voted 8 for and 0 against to pass the ordinance. JP 2 G. Lynn Weatherford sponsored the motion to adopt; JP 1 Troy Jackson Jr seconded it.
Ordinance 2025-2, authorizing the purchase of John Deere equipment, was read in full by County Clerk Valerie Donaldson. JP 2 G. Lynn Weatherford moved to accept the ordinance and JP 9 Norris Sims seconded; the motion passed unanimously. During the discussion, JP Weatherford requested that the minutes record the equipment purchase will be paid from the Motor Fuel Tax Fund.
The court reviewed and accepted the county’s 2022 audit report. The report’s opening note (page 1) states, “During our evaluation, nothing came to our attention that would warrant disclosure in this report.” The quorum court documented its satisfaction with that finding.
Ordinance 2025-3, permitting the transfer of funds from County General to the Sheriff’s Contribution Fund, was read by County Clerk Valerie Donaldson. JP 5 Hollis Mankin moved to adopt the ordinance, seconded by JP 6 Ken Holt Jr; the measure passed 8 for and 0 against.
In announcements, Judge Richard Tindall said the court accepted several bids on trailers and noted bids for the upstairs courtroom sound system; additional information will be presented at the next meeting. JP 2 G. Lynn Weatherford moved to adjourn and JP 6 Ken Holt Jr seconded.
