Carter County approves ARP-funded ambulance, $101,302.92 transfer for jail HVAC and other budget moves

Carter County commissioners approved several budget amendments, transfers and expenditures during their Aug. 21 regular meeting, moving money for public safety, elections infrastructure and capital projects.
Key actions approved included using American Rescue Plan (ARP) funds to purchase an EMS ambulance for up to $222,000; a $101,302.92 transfer from the Excess Board Bills Reserve to pay Holston Engineering for jail HVAC design fees; and up to $40,000 for additional square footage at the Election Commission building to house new voting machines. Commissioners also approved a $1,500 appraisal of the Masonic Lodge as a possible archives site, a $3,500 allocation for Mayor Patty Woodby to attend Leadership Tennessee, and acceptance of $2,582.10 in animal shelter donations.
Other recorded actions included transferring $30,000 from the Solid Waste Fund to the General Fund to provide additional compensation to the interim landfill director (retroactive to July 12, 2023), and approving disposal of assets from both the Department of Health and the Sheriff’s Department. A small budget amendment of $775 (line item 101-2 item 1) was also approved.
Most budget motions passed by unanimous electronic vote. The Mayor attendance funding passed 23–1, with Chair Ginger Holdren recorded as the lone no vote. A vendor payment motion to pay Autumn Ridge $1,050 and Bob’s Trails and Trees $833 (not to exceed $2,000) passed 22–2, with commissioners Donnie Cable and Todd Smith voting no.
The commission recorded the Resolution Amending Resolution No. 854 (Appropriations for FY 2023–24) on pages 497–504 of the official record. Several votes and items were recorded across meeting pages 494–505. No further public hearings or appeals of these votes were recorded at the meeting.
