Carter County approves multiple budget amendments, contracts and property actions

The Carter County Board of Commissioners approved a package of budget amendments, contracts and property actions during its Oct. 23 regular session.
Key approvals included a loan for the jail HVAC project from Carter County Bank at 4.38% interest over 12 years; acceptance of the Herman Robinson Campus gift (with a $517 closing fee paid from Unassigned Fund Balance); a yearly water-treatment agreement with Chem‑Aqua for $16,982.23 for the courthouse cooling tower; and a Nor‑Well contract to install cooling‑tower pumps for $5,230.00. The Nor‑Well motion passed with 20 yes and 2 no votes.
The board approved multiple budget amendments: amendment 101‑4 ($222,328.00), amendment 141‑2 ($6,983,150.28 with $6,708.66 from the Unassigned Fund Balance) and amendment 142‑2 ($11,998,424.69). Commissioners also approved smaller routine items such as animal shelter monetary donations of $1,865.00 and non‑monetary donations of $640.00. Many motions were passed by unanimous electronic roll calls.
Buildings & Grounds accepted a quitclaim deed transfer of the Herman Robinson Campus from the State of Tennessee and approved a lease agreement with the State. Commissioner questions during debate focused on funding sources and whether certain costs would draw from Unassigned Fund Balance.
