Carter County commission approves ARP ambulance purchase and multiple budget transfers

The Carter County Board of Commissioners voted Aug. 21 to approve a package of budget amendments and transfers, including authorization to use American Rescue Plan (ARP) funds to buy an EMS ambulance and a transfer to cover engineering design fees for the county jail HVAC replacement.
Motion by Danny Deal and second by Aaron Frazier authorized using ARP funds “not to exceed $222,000” to purchase an ambulance for the county’s emergency medical services; the electronic vote carried with 24 yes votes. Commissioners later approved a transfer of $101,302.92 from the Excess Board Bills Reserve to Holston Engineering to cover design fees for the jail HVAC project following a motion by Aaron Frazier and second by Nick Holder.
Other budget actions included a $30,000 transfer from the Solid Waste Fund to the General Fund to provide additional compensation to the interim landfill director; approval of up to $40,000 for additional square footage at the Election Commission building to house new voting machines; and authorization of up to $1,500 for an appraisal of the Masonic Lodge as a potential county archives site. Each of those measures was moved and seconded as recorded and carried on electronic votes.
The commission also approved smaller appropriations and donations: a $3,500 allocation for Mayor Patty Woodby to attend a Leadership Tennessee class (the motion carried 23–1, with Chair Ginger Holdren recorded as the lone no), vendor payments to Autumn Ridge ($1,050) and Bob’s Trails and Trees ($833) not to exceed $2,000 (the motion carried with two no votes), and acceptance of $2,582.10 in donations to the county animal shelter.
