Desha County Quorum Court approves minutes, accepts treasurer’s report and discusses grant-writing and E911 plans

At its June 15 meeting the Desha County Quorum Court approved prior minutes, accepted the treasurer’s report and received updates on a sheriff’s enforcement activity, the role and fees of the county’s grant writer, and plans for an E911 center that Judge Richard Tindall said will house Dumas and McGehee dispatch.
The Desha County Quorum Court met June 15, 2023, at the Desha County Courthouse and took routine actions including approving minutes and accepting the treasurer’s report. JP5 Hollis Mankin moved to accept the minutes and JP6 Kenneth Holt Jr. seconded; the minutes record that "All were in favor." A motion to accept the treasurer’s report was made by JP2 G. Lynn Weatherford and seconded by JP9 Norris Sims; the minutes likewise state the motion passed.
County Treasurer Shirly Kozubski distributed a warrant register to members during the meeting, and several justices of the peace thanked her for the report. The Sheriff also briefed the court on recent enforcement activity, reporting a drug felony arrest and traffic stops in the county.
During old business, JP3 Patricia Watkins asked whether Ms. Barlow is the county’s grant writer and whether she could prepare a grant for the Sheriff’s Department, and she questioned the amount paid to Ms. Barlow and what that payment covers. County Judge Richard Tindall responded that Ms. Barlow was hired to oversee the ARPA grant and is also writing a separate grant for Masonville Community Park; he said work on other grants would incur additional costs and that those costs would come out of the grant being used. JP4 Ricky Helton suggested reviewing the contract and past minutes to clarify the arrangement.
Members also reported on the E911 Call Center and noted that budget figures would be provided to Quorum Court members soon. Judge Richard Tindall stated the planned center would house dispatch for both the city of Dumas and McGehee.
Announcements included that the county will receive a grant to replace the roof on the Courthouse Annex and that the City of Dumas has moved into phase two of asbestos removal at the old hospital. JP4 Ricky Helton moved to adjourn; JP1 Troy Jackson Jr. seconded and the minutes record the motion passed with all in favor.
The court adjourned; no additional meeting date or vote tallies by name were recorded in the minutes.
