Harrison board moves to closed session after Sherwood raises contract concerns

The Village of Harrison board voted to go into closed session Tuesday after staff briefed trustees on a letter from the village of Sherwood raising substantive questions about a proposed shared fire-service contract.
The Village Manager told trustees the Sherwood letter identified three primary concerns: whether the arrangement should be a joint department or a contract-for-service, the long-term financial commitments and potential debt, and the allocation of insurance and liability risks. "From the letter it appears there are three issues," the Village Manager said, and recommended the board consider its options, including further negotiation, waiting for Sherwood to follow up, or terminating the contract with an effective date of Dec. 31, 2026 if negotiations fail.
Trustees debated how to proceed in public and in closed session. Trustee Chelsea Lancaster urged transparency but said the board must protect Harrison taxpayers and ensure any partnership is equitable: "We do want to have a good partnership with them, but part of that partnership is being a good partner and having dialogue," Lancaster said, criticizing what she described as repeated late correspondence from Sherwood and noting a concern about "bad faith" interactions. Other trustees asked to walk through Sherwood's points item by item in closed session before making a final determination.
The board then made and seconded a motion to go into closed session under Wisconsin Statute section 19.851(1)(e) for the purpose of deliberating negotiating strategy on the sale of land and bargaining authority related to the shared service contract. The motion passed on a roll-call vote with all trustees voting "aye." The board recessed for five minutes before entering closed session.
The board did not take any final public action on the contract at the meeting and scheduled a follow-up discussion in closed session; staff said they would continue to share information with trustees and work toward a possible negotiated resolution.
What happens next: staff will provide a point-by-point review of Sherwood's letter and any supplemental material, and the board will resume deliberations in closed session before returning to public session for any formal votes or notices required by statute.
