Independence council adopts interim moratorium on cannabis businesses through January

The Independence City Council voted 5–0 on Aug. 7 to adopt Interim Ordinance 2024-04, which imposes a temporary moratorium on the operation of cannabis businesses within the city and authorizes a study of the issue through January.
City Administrator Kaltsas described the measure as a temporary tool to give staff and council time to study regulatory options. The council opened and then closed a public hearing on the ordinance; no detailed public-record statements changing the measure were recorded during the hearing.
Motion and vote: Councilor McCoy moved to approve Interim Ordinance 2024-04; Councilor Betts seconded. The roll call vote was recorded as Ayes: Johnson, Spencer, Betts, McCoy and Grotting; Nays: None; Abstain: None. The motion was declared carried 5–0.
Why it matters: the interim moratorium pauses local permitting and operation of cannabis businesses while the city studies potential regulations. Kaltsas said the moratorium is effective only until January, at which point the council must revisit the topic and decide whether to extend, adopt permanent regulations, or allow operations under existing rules.
