Plan Commission recommends land split and approves site plan for Innovation Way industrial parcel

The City of Hartford Plan Commission on May 11 recommended approval of a certified survey map to create a 12.63-acre lot at 1501 Innovation Way and approved site and architectural plans for an approximately 80,000-square-foot manufacturing facility at the same address, subject to multiple engineering and documentation conditions.

Jacob Maas said Wisconsin Stamping & Manufacturing LLC is proposing to purchase the 12.63-acre parcel; the purchase and land sale was approved previously by the Common Council on April 21, 2026. Separately, a plan submission for a manufacturing facility (filed under DJS Manufacturing, Inc. in the agenda materials) was presented for site and architectural review. Maas reiterated technical stormwater concerns that matched other recent applications: apparent errors in the wet-pond model (the starting pond depth was not entered, a 6 cfs inflow was used in error), the model may overstate TSS reduction (staff estimated corrected results near 72.2%), soils classified as HSG C must be modeled as clayey textures, and an onsite soil investigation per CPS1002 is required to validate any infiltration exemption.

Maas also noted the absence of construction plans and that the long-term BMP maintenance plan references features not shown in the submitted stormwater plan. He required inlet-capacity calculations showing inlets will capture 100-year flows, confirmations of roof-drain routing to connection points, and coordination with utility staff for locating transformers and service. Member Scott Henke moved to approve the CSM and the site plan; Andereck and Piquett provided seconds on separate motions and both motions carried.

Both approvals are conditional: staff must receive corrected engineering documents, an onsite soil investigation and complete construction plans before the city will issue construction permits.
