Shelby council adopts 2026 tax millage, amends Tank Hill closing resolution and awards $2,771 road-striping contract

The Village of Shelby Common Council on June 8 adopted Resolution No. 39-26, setting the 2026 tax millage at 9.9902 mills for the General Fund and 3.9959 mills for the Local Streets Fund, a combined 13.9861 mills. The council approved the resolution on a 5-1 roll-call vote; Councilman Dan Zaverl recorded the sole Nay.
At a public hearing before the vote, Edward VanderVries, Oceana County Equalization Director, explained the millage reduction fraction tied to the Headlee Amendment of 1978 and said taxable-value growth (for example, from sold properties) — not new construction — drives when the fraction produces a lower rate. VanderVries told the council that a lower millage rate can still produce more levy revenue when it is applied to a larger taxable base. There was no public comment during the hearing.
Separately, the council revisited closing documents for the Tank Hill transaction and approved an amendment that adds the required names of authorized signatories and corrects the Village Administrator title. The amendment to Resolution No. 36-26 (nullifying Resolution No. 38-26) passed on a unanimous voice/roll call vote.
The council also authorized this year’s roadway striping work to Michigan Pavement Markings of Byron Center, Michigan, accepting a verbal, per-linear-foot quote and approving an estimated cost of $2,771.53. The striping program will prioritize primary corridors including Industrial Park Drive, Sixth Street, Ferry Street, First Street, State Street, and Pine Street. The motion to award the work carried 6-0.
Council members approved payment of the June 8 bills, totaling $100,365.08, by roll-call vote and adjourned at 7:47 P.M. The minutes will be approved at the June 22 meeting.
