Mayor Keller presented Ordinance No. 2026-2 to apply Sec. 318-9 (Leaf Removal Equipment) of the Montgomery County Code in the Town of Garrett Park. After discussion the council agreed on an effective date of Aug. 1, 2026 and stressed the need for clear communication with residents and contractors about the change.
Town Manager Barb Matthews noted the town could opt into only a portion of county law but raised the open question of whether the County Department of Environmental Protection would enforce a partial adoption. Using a decision-making framework offered earlier by resident Tony Altar, council members discussed environmental impacts, battery recycling and worker health concerns, and the potential for higher landscaping costs for residents.
Councilmember John Stroud moved to introduce Ordinance No. 2026-2; Councilmember Chris Deutsch seconded, and the motion to introduce the ordinance passed unanimously. The council did not adopt a final rule at the meeting; the ordinance introduction sets the effective date and an outreach expectation.
