Garrett Park council awards Yeandle Park construction contract in 3-2 vote, introduces budget amendment to cover shortfall

The Garrett Park Town Council voted 3-2 on Dec. 8 to award the Yeandle Park construction contract (RFP #2025-3) to Keller Brothers, Inc., the sole bidder, which submitted pricing of $249,000. Councilmembers Gerilee Bennett, Lisa Max and Phil Schulp voted in favor; Councilmembers Chris Deutsch and John Stroud voted against the award.
Town Manager Barb Matthews told the council that five firms attended the mandatory pre-bid meeting but only Keller Brothers submitted a bid. Matthews said Keller Brotherspricing was higher than Norton Land Design's January 2025 estimate and that one of the two state grants for the project requires a local match. To complete the project as bid the town would need to allocate an additional $20,908.
After discussion, Bennett moved to award the construction contract to Keller Brothers; Schulp seconded and the motion passed 3-2.
Separately, the council authorized execution of a construction administration contract with Norton Land Design for $5,440 to provide pre-construction and progress meetings and respond to technical requests from the contractor; that motion passed unanimously.
To address the budget implications, Town Manager Matthews introduced Ordinance No. 2026-1, the first amendment to the FY2026 budget, which would increase revenues by $232,080 and increase transfers to the capital budget by $202,080 (including a $20,908 increase to Yeandle Park capital account 29.1.1). The ordinance was introduced by motion and approved for introduction unanimously; final adoption will occur at a later meeting.
Next steps: the awarded contract is expected to move to pre-construction; staff will follow up on grant and match requirements and the council will consider final budget action when the ordinance returns for adoption.
