Town Manager reports grant filings, Penn Place mold remediation and Yeandle Park work underway

Under Resolution No. 2025‑3, certain permits now require a right‑of‑way restoration bond; two such bonds were posted, one in November and a second in December, and those postings appear on the expense and reserve summaries. Residents donated $1,800 for a holiday gift for Ecology Services staff that handle trash, recycling, and yard waste.
Matthews updated the council on mold remediation at Penn Place following a water leak from the bar area of Black Market Bistro: Royal Plus performed demolition, cleaning, and reconstruction work beginning in early January, and reconstruction in the Post Office area was scheduled during off‑hours to avoid conflicts with Post Office operations. She also reported she filed the Maryland Department of General Services Capital Grants and Loans Intake Form for the $500,000 awarded to the town in the 2025 legislative session; the intake form is required before the Maryland Board of Public Works can approve the grant agreement and allow reimbursement of eligible expenditures. She also filed a contract eligibility submission for reimbursement of payments under the December 8, 2025 contract with Wiedemann Architects for Construction Documents Phase Services from the $300,000 Legislative Bond Initiative award made in 2024.
Finally, Matthews said a Notice to Proceed was issued on Dec. 19, 2025 to Keller Brothers, Inc. for the Yeandle Park construction project; the contractor has 225 days from notice to complete the work and has assigned a project manager and assistant project manager.
Next steps: staff will continue grant intake and contract eligibility processing with Maryland DGS; construction and remediation contractors will proceed under their schedules.
