Shafter council approves bike-lane contract and several park projects; one playground shade measure passes 3–2
Summary
Council authorized a low bid award for the Core City Bike Lane project, established budgets and awarded contracts for a Veterans Park sound garden and Mattel Park shade structures (the latter passed 3–2). Staff recommended CEQA exemptions and funding sources for each project.
The Shafter City Council approved multiple infrastructure and park projects on consent and management reports, including authorizing a low-bid award for the Core City Bike Lane project and awarding contracts for a Veterans Park "sound garden" and a Mattel Park playground shade structure.
Staff reported two bids for the Core City Bike Lane (ST00043); the low bid from Pavement Coatings Company was $1,177,607.07. Staff recommended a construction authorization up to $1,225,000 and a $50,000 budget amendment from the gas tax fund to bring the project budget to $1,325,000. "We're recommending a construction budget for this of, 1,225,000...and authorize the public works director to issue notice of award and notice to proceed to Pavement Coatings Company for an amount up to $1,225,000," the project presenter said. Council approved the authorization by roll call.
The council also approved a Veterans Park sound garden designed with input from Grow Academy students and led by Playcore (doing business as GameTime). Staff recommended a $90,000 total budget and a $69,844.24 contract through Omnia Partners for the turnkey installation; council voted to establish the CIP and award the contract.
On the Mattel Park playground shade-structure proposal, Playcore/GameTime submitted a proposal for $177,223.06 and staff recommended a $200,000 budget from the general fund. Council members voiced support for safety and family benefits but raised concerns about general fund impacts and competing priorities. After questions about fabric longevity and funding, the council approved the Mattel Park project by a 3–2 vote.
The council also adopted a resolution declaring city property at 185 Central Avenue (APN 02715003) as exempt surplus to allow marketing and potential redevelopment and accepted staff recommendations to submit reports required for special district levies and utility easements that were included on the consent calendar.
Next steps include issuance of notice of award for the bike-lane contract, execution of contracts by the city manager for park projects, and required administrative filings (HCD review for surplus land and county filings for assessments).
