The Highland City Council on July 7 adopted an ordinance permitting a new business use — private dog training and recreation — in the R‑140 zone with conditions intended to limit neighborhood impacts.
Staff reviewed a revised proposal and recommended conditions including a business license, compliance with the animal/dog code, fencing, maintenance and irrigation standards, hours limited to 8 a.m.–6 p.m. Monday–Saturday, and no overnight boarding. Staff also proposed a parking condition that would require that all parking for the use be provided on-site and include a cap on vehicular trips to avoid spillover parking impacts.
The applicant, Kal Farr (speaker 17), said the proposed facility would operate without generating loud or visible impacts to nearby homes because it is shaded, fenced and has on‑site water sources. During the hearing council member Courtney proposed an amendment adding a requirement that all parking be provided on‑site and that the use generate no more than 20 vehicular trips per day. Council adopted the amendment and then approved the ordinance with the amendment; final vote was 5–0.
Conditions adopted: business license, fence and maintenance requirements, hours limits (8 a.m.–6 p.m., Mon–Sat), no overnight boarding, required on‑site parking and a limit of no more than 20 vehicular trips per day associated with the use.
What happens next: staff will implement the use category in the municipal code, and applicants who seek to operate under the new use must secure a city business license and ensure operations comply with the conditions adopted by council.
