Cairo board approves library bylaw changes, hears library mold-remediation update and appoints alternates

The Town of Cairo board on Feb. 3 heard an update about mold remediation at the Cairo Public Library and approved changes to the library bylaws to add alternate trustees, followed by the appointment of two alternates.
Board members were told the library could re-open as early as Thursday, Feb. 6, although not all fixtures (paint, ceiling tiles) would be replaced immediately; the mold remediation contractor indicated the building would be safe for re-entry once the mold testing company re-tested and cleared the space, and library staff were allowed to access books during the process.
The board approved Resolution No. 2025-055 to amend the Cairo Public Library bylaws (Article II — Management) to add two alternate trustees for one-year terms. Immediately afterward the board approved Resolution No. 2025-056 to appoint Lauren Leto and Resolution No. 2025-057 to appoint Anna Schmidt as alternates effective Feb. 3, 2025, with terms expiring Dec. 31, 2025. All votes recorded in the minutes were affirmative from Supervisor Jason Watts, Council Member Bogins, Council Member Cords and Council Member Murphy; Council Member Flaherty was absent.
Taken together, the bylaw amendment and appointments provide the library board with two designated alternates for 2025 and establish short-term governance continuity while the library finishes remediation work.
What happens next: the library re-opening is contingent on a passing re-test from the mold testing company; the alternates' terms run through Dec. 31, 2025.
