Perla Sepera, chief of staff for Organizational Development & Human Resources, reported citywide participation rates of 86% in 2024 and 89% in 2025. She said overall engagement rose from about 57% to 73% while disengagement fell from 42% to 26%; similar gains were reported across job categories (team members, managers/supervisors, senior leaders). Staff attributed much of the improvement to personnel investments including compensation adjustments, longevity pay, parental-leave policy changes, a 457 deferred compensation match, flexible scheduling, leadership training, and targeted engagement activities such as a women’s leadership conference and employee health fairs.
Sepera outlined ongoing HR initiatives: executive retreats, 360 reviews for directors, individual development plans, a proposed One City University for mid-level supervisors, and succession planning. Commissioners praised the results and said the assessment validates investments in people.
The presentation concluded with staff noting next steps: continued training, tracking of initiative outcomes, and continued reporting to the commission on implementation milestones.
