The Ephraim City Planning Commission voted Sept. 10 to recommend that the city council approve a request to rezone property near 400 South between 350 West and 800 West to General Commercial (C2).
Staff explained the request as part of the Ephraim Crossing master plan: rezoning contiguous parcels to C2 will let developers implement the mix of single‑family homes, small‑lot housing, apartments, offices, grocery or hotel pads, and other commercial uses envisioned in the plan without seeking individual parcel rezones each time. "This rezone will help with just having to only come once instead of coming for each individual parcel," staff said during the presentation.
Commissioner Larry Smith moved to recommend approval to the city council; the motion was seconded and approved by voice vote. Staff corrected an owner name in the staff report on the record and noted that a previous general plan amendment had already aligned the future land‑use map with the proposed rezoning.
Staff and commissioners said the rezoning is intended to streamline future development consistent with the already‑approved master plan rather than force maximum density on any parcel. The item will be forwarded to the city council for final action next week.
