The Benton City Council approved a resolution on July 8 approving the preliminary plat known as Carroll Estates 2026 (Resolution 2026-44), after council members discussed irrigation easements, road stubbing, and developer engineering that may affect future crossings and access.
Councilmember (Committee member) introducing the resolution said the irrigation company had raised concerns about proposed crossings near the city shops and asked staff to follow up with the irrigation district. Staff (Staff member) explained that the road is currently stubbed to the irrigation property and that developers are working through engineering to determine whether relocation or additional easements will be feasible; staff warned that some improvements might not come to fruition depending on engineering outcomes.
Council discussion noted existing easements and the possibility of tying new access into a nearby park access point rather than creating multiple irrigation crossings. One councilmember asked how many access points would connect to the subdivision; staff and the council agreed the immediate plan provides for one access point and that additional access will depend on future agreements with the irrigation district and property owners.
The resolution was approved by the council. Staff said they will continue to work with the irrigation district and developers to address engineering and easement issues and to bring any required follow-up items back to the council for review.
