The Benton City Council approved a conditional use permit on July 8 to allow a martial-arts studio to operate at 5060 Dale Avenue in an industrial zoning district, with the condition that the applicant have access to adjacent paid parking during operating times.
Planning staff (Staff member) told the council the building is existing and the planning commission recommended approval; staff also said the permit "can be conditioned to" require additional parking availability if needed. Committee member who moved the motion (Committee member) said the approval should include the condition that the studio have access to the paid parking lot "even during the operating times." After a second, the council approved the motion by voice vote.
Council discussion centered on whether off-street parking on the parcel and adjacent paid parking would be sufficient at peak times and when special events are held. One councilmember reported planning estimates of roughly "30 to 60 trips vehicle trips per day with the peak time being 4 to 8 p.m.," and a resident noted visible parking behind the building that appeared adequate for routine use. Several councilmembers said they were particularly concerned about event days when 20–30 cars might arrive and asked staff to make the parking condition explicit in the permit.
The approval carries the condition requiring guaranteed access to the nearby paid parking for the studio’s operating hours; the council did not record a roll-call tally in the transcript, but the motion was adopted by voice vote. Staff will follow up to ensure the condition is written into the permit and that any lease or access agreement with the parking-lot owner is in place before the permit is finalized.
